Armenia Clarifies Biometric Passport Rules

Nelli Davtyan, Head of the Migration and Citizenship Service under Armenia’s Ministry of Internal Affairs, addressed several frequently raised questions in a recent Facebook post.

She clarified that current “blue passports” issued to citizens of Armenia will remain valid until their expiration date. At the same time, citizens are free to apply for and obtain a new biometric passport at any time. Once a new passport is issued, any previously held passports will be invalidated, as individuals cannot legally possess more than one passport simultaneously.

It was also emphasized that a biometric passport is not simply a document containing an electronic chip. Armenia has initiated a process to sign the International Civil Aviation Organization Public Key Directory (PKD) framework. This system enables countries to securely exchange digital passport authentication data, creating a trusted network that allows faster and more reliable verification of travel documents at borders.

The initiative is expected to enhance border security, improve efficiency in identity checks, and facilitate smoother international travel for citizens.
