Deputy Defense Minister Arman Sargsyan presented four draft laws related to military service during a session of the National Assembly of Armenia.
One of the proposed changes would transfer the authority to grant deferments based on educational and family circumstances directly to military commissariats, removing this responsibility from regional conscription commissions.
The deputy minister also clarified proposed leave periods for citizens aged 27–37 serving shortened mandatory military service terms. Under the proposal, individuals serving for one year or six months would receive 10 calendar days of leave, while those serving only one month would not receive leave.
Sargsyan additionally referred to amendments adopted in 2024 concerning individuals who received Armenian citizenship between the ages of 27 and 37 and had not completed military service in another country, as well as Armenian citizens who had avoided mandatory service in violation of the law.
According to the official, these rules created difficulties for forcibly displaced people from Nagorno-Karabakh applying for Armenian citizenship, since many no longer possess documents confirming military service due to displacement.
The proposed changes aim to simplify their legal status clarification and integration process.
Another proposal would remove the rule prohibiting female service members from participating in daily military duty rotations.
