Armenia Moves to Establish June 23 as Public Service Day

The Armenian parliament has approved in the first reading a legislative proposal that would establish June 23 as Public Service Day.

The bill proposes an amendment to Armenia’s Law on Holidays and Commemoration Days.

Vache Kalashyan, Head of the Civil Service Office of the Prime Minister’s Office, said that although public servants work across different services, professions and functions, they share a common mission — serving the public and the state.

According to Kalashyan, the initiative is intended to highlight the key role of public servants in improving the effectiveness of public administration and providing services based on the needs and interests of society. The initiative is also reflected in the Armenian government’s 2026–2031 program.

Arusyak Julhakyan, Chair of the National Assembly’s Standing Committee on State and Legal Affairs, presented the committee’s positive conclusion on the proposal.

During the parliamentary debate, opposition lawmakers questioned the necessity of establishing a separate day for public servants and emphasized the importance of restraint among those working in public service.

Lawmakers representing the ruling political force argued in favor of the initiative, emphasizing the contribution of public servants to effective governance and the provision of quality services to citizens.

The bill received parliamentary approval in the first reading. It must complete the remaining legislative procedure before the proposed date can formally become part of the law.
