Armenia Proposes Winter Military Conscription From November 16, 2026, to February 12, 2027

Armenia’s government has published a draft decision outlining the schedule and procedures for the 2026 winter military conscription campaign, including recruitment, medical examinations and the discharge of servicemen who have completed their required service.

According to a review by Iravaban.net, the proposal has been submitted for public discussion through Armenia’s official draft legislation platform, e-draft.am.

The document specifies the categories of citizens subject to conscription, the responsibilities of government agencies and the proposed dates for military recruitment and discharge.

Importantly, the published document is a draft government decision, meaning the proposed schedule and procedures remain subject to formal approval.

Proposed Dates for Winter Military Conscription

Under the draft, the winter conscription campaign would run from November 16, 2026, through February 12, 2027, inclusive.

However, the period for enrolling eligible citizens into the Armed Forces would be shorter.

The proposed discharge period would apply to servicemen who have completed the legally required duration of compulsory or alternative military service.

Who Would Be Subject to Conscription?

The draft identifies several categories of citizens who may be called up during the winter campaign.

These include:

Male Armenian citizens turning 18, or whose previously granted deferments expire, on or before December 31, 2026.

Male citizens covered by Article 19, Part 1.1, of the Law on Military Service and the Status of Servicemen.

Female citizens who submitted voluntary applications for compulsory military service in the enlisted ranks by October 1, 2026, in accordance with Article 19.1, Part 1.

Male citizens who have expressed a wish to enter compulsory military service under Article 19, Part 1.2.

Eligibility would remain subject to the applicable legal requirements, including medical assessments and any lawful exemptions or deferments.

Who Would Be Discharged From Military Service?

The proposal also establishes the period for discharging individuals who have completed their legally prescribed service.

According to the draft, eligible servicemen would be discharged between January 7 and January 31, 2027.

The measure would cover those who have completed compulsory military service or alternative military service within the period established by law.

Individuals who have completed the required term of alternative civilian labor service would also be released from that service.

Conscription Commissions to Be Established

The government proposes establishing several bodies responsible for organizing and supervising the conscription process.

These would include a Republican Conscription Commission, regional conscription commissions, a Yerevan municipal conscription commission and a Central Medical Commission.

The Republican Conscription Commission would be chaired by Armenia’s Minister of Defense.

Regional commissions would be headed by the respective provincial governors, while the Yerevan commission would be chaired by the city’s first deputy mayor.

The government would approve the composition of the Central Medical Commission.

Responsibilities of the Defense and Health Ministries

The Ministry of Defense would be responsible for coordinating preparations for the conscription campaign, including medical examinations, assessments of fitness for service and the recruitment process.

These activities would be organized in cooperation with the Ministry of Health.

The draft also provides for measures intended to prevent the spread of infectious diseases and reduce the risk of infections entering military units.

The Ministry of Health would be responsible for supplying relevant medical institutions with necessary materials, including vaccines, X-ray and electrocardiogram supplies, and related medical equipment and materials specified in the proposal.

Measures Involving Citizens Abroad

The Ministry of Foreign Affairs would be required to provide relevant information concerning citizens residing abroad who are registered with Armenian consular authorities and are subject to conscription.

The information would be transmitted to the appropriate military authorities under the conditions established in the draft.

The proposal also assigns responsibilities to the Ministry of Internal Affairs and the National Security Service concerning border crossing controls during the conscription period.

These measures are described as intended to prevent unlawful avoidance of military service.

Public Order and Transportation Arrangements

The Ministry of Internal Affairs would be responsible for maintaining public order at military commissariats, the national assembly point for conscripts and surrounding areas.

The draft also provides for locating citizens suspected of evading conscription and ensuring their appearance before the appropriate military authorities in accordance with the law.

Police patrol units and Police Guard personnel could be involved in providing safe escorts for groups of conscripts.

Separately, the Ministry of Territorial Administration and Infrastructure would be required to provide the Ministry of Defense with a list of passenger transportation companies operating in Armenia within five days after the decision takes effect.

The proposal also outlines obligations for certain government bodies and organizations to notify competent authorities about the whereabouts of individuals who have failed to appear for conscription or are officially wanted in connection with the process.

Deadline for Medical Examinations

Medical fitness assessments form an important part of the proposed conscription procedure.

According to the draft, referrals for medical examinations issued by military commissariats, as well as conclusions concerning additional, repeat or supervisory examinations by the Central Medical Commission, must be completed no later than February 8, 2027.

These examinations are intended to determine whether individuals meet the medical requirements for military service.

When Would the Decision Take Effect?

The draft is based on Articles 19 and 25 of Armenia’s Law on Military Service and the Status of Servicemen, as well as Article 6 of the Law on Alternative Service.

If adopted, the government decision would enter into force on the day following its official publication.

Until formal approval and publication, the dates and organizational measures described in the document should be regarded as proposed arrangements rather than a finalized conscription schedule.

Citizens who may be affected should follow official announcements from Armenia’s Ministry of Defense and the relevant military registration authorities for confirmed dates and individual instructions.
