Armenia is introducing new passport and identification card fees, with the updated regulations scheduled to take effect no later than November 1, 2026.
Under the new legislation, the state fee for issuing a passport will be 28,650 AMD, regardless of the applicant’s age. Children will pay the same amount as adults, although their passports will have shorter validity periods.
The changes are established by amendments to Armenia’s legislation on state duties and identity documents.
Passport Fees and Validity Periods
The validity of a passport will depend on the holder’s age:
Children under 6: 3 years.
Children aged 6–15: 5 years.
Citizens aged 16 and older: 10 years.
Passports may be issued at any age and remain optional. Identification cards will be available from age six, optional until age 16 and mandatory thereafter.
Citizens aged 16 or older must have an identification card before obtaining a passport.
The new identification card fee will be 5,950 AMD, compared with the current 3,000 AMD. The existing state fee for a biometric passport is 25,000 AMD.
How Much Will Families Pay?
For example, a family consisting of two parents and two children aged four and ten would pay 126,500 AMD if both parents obtained passports and identification cards while the children received passports only.
The calculation includes 34,600 AMD for each parent and 28,650 AMD for each child.
The government may introduce full or partial state-fee assistance for certain categories of citizens under the applicable legislation.
The new rules will enter into force on the tenth day after the official announcement of the unified electronic platform’s launch, but no later than November 1, 2026.
Passports issued before the new legislation takes effect will remain valid until their existing expiration dates.
