

Russia has introduced new changes to its migration legislation, establishing updated entry rules for citizens of visa-free countries. Beginning June 30, all citizens from visa-free countries — including members of the Eurasian Economic Union (EAEU) — will be required to notify Russian authorities at least 72 hours before entering the country.
The announcement was made during a press conference by Tatevik Bezhanyan, migration programs expert at the Caritas organization.
According to her, registration will be carried out through a mobile application of the unified RuID portal. Travelers must submit their notification no later than 72 hours before their planned entry into Russia, while in emergency situations it may be done at least four hours before arrival.
After submitting the application through the app, Russian authorities will verify the traveler’s information before entry. If permission is granted, the person will receive a special code, which must be presented to the border guard when entering Russia. Without this code, entry into the country will not be allowed.
At the same time, it is proposed that starting January 1, 2028, migration cards will no longer be required. This change is being introduced because the information previously recorded on migration cards is now exchanged electronically between government agencies.
Authorities also plan to create a new state information resource called the “Digital Profile of a Foreign Citizen,” which will store and manage migration-related data.
