

New Health Insurance Rules Announced for Social Package Beneficiaries Starting January 1, 2026
The Ministry of Health of Armenia has announced changes to the health insurance arrangements for social package beneficiaries.
According to the ministry, beneficiaries whose monthly salary is 200,001 AMD or higher will be included in the insurance system during the first phase, starting January 1, 2026.
For these individuals, the insurance premium will be partially covered by redirecting 4,500 AMD from the 5,500 AMD currently allocated to the “Zinapah” Foundation toward the Insurance Fund.
At the same time, beneficiaries may also choose to allocate their annual social package amount of 72,000 AMD toward insurance premiums. This option requires submitting a one-time application to the employer and allows an additional 6,000 AMD per month to be directed to insurance coverage.
Beneficiaries whose monthly salary is below 200,000 AMD will continue to receive services within the existing social package framework through the Universal Health Insurance Fund, based on referrals from primary healthcare providers.
The ministry also clarified that preventive medical check-ups are no longer mandatory for social package beneficiaries.
These changes are part of the broader transition toward an expanded health insurance system.
