The Ministry of Labor and Social Affairs has proposed amendments to Government Decision No. 460-N dated April 23, 2014.
According to Article 7 of the draft law “On the State Budget of the Republic of Armenia for 2026,” compensation payments for citizens who held deposits at VTB Armenia Bank—originally placed in the former USSR Savings Bank of the Armenian SSR before June 10, 1993—will continue in 2026.
The draft provides that compensation will be granted to:
persons born on or before December 31, 1944,
participants in combat operations for the defense of the Republic of Armenia,
individuals registered as of August 1, 2014 in border communities affected by hostilities,
as well as other social groups defined by the government, in accordance with established procedures.
Currently, compensation-related payments are regulated under Article 7 of the 2025 State Budget Law, which provides compensation to persons born on or before December 31, 1944, along with other government-defined social groups.
The 2026 State Budget draft envisages continuing these compensation payments in 2026 under the same framework.
According to the proposal, adoption of the amendments will not increase state budget revenues, while the related expenditures have already been planned within the 2026 budget.
