

During the opening session of the 11th session of the 8th convocation of the National Assembly, lawmakers discussed in the second reading the draft law “On Amendments to the Law of the Republic of Armenia on Holidays and Memorial Days.” The bill proposes designating January 27 as a Day of Remembrance for Those Who Died Defending the Homeland, as well as a non-working day.
According to National Assembly Vice Speaker Ruben Rubinyan, only one change was made during the second reading. “The law will enter into force immediately after adoption, rather than on the 10th day following its official publication,” he explained. The law will take effect upon its adoption in the second reading.
Rubinyan reminded lawmakers that the bill is based on the 2000 law on perpetuating the memory of those who died defending the homeland, which states that one of the main ways to honor fallen defenders is through the establishment of commemorative days and a nationwide memorial day.
He noted that Armenia has not previously had such a nationwide day of remembrance. However, given the need to honor those who sacrificed their lives in defense of the country throughout different periods — especially in light of recent events and losses — the establishment of such a day is considered necessary. Rubinyan emphasized that, alongside remembrance, the best way to honor the fallen is to live in peace and prosperity.
