Armenia Proposes Lowering Preschool Age to 4

One of the items on today’s government meeting agenda has drawn the attention of MediaHub. The Ministry of Education, Science, Culture and Sports (MoESCS) of Armenia has proposed lowering the minimum age for preschool enrollment to 4 years.

The proposal also предусматривает allowing the formation of mixed-age groups in cases where a settlement has only one preschool institution. This approach takes into account the fact that in small communities with a limited number of preschool-aged children, building separate kindergartens is not cost-effective.

The proposed regulation aims to expand access to early childhood education and ensure the implementation of mandatory preschool education for children aged 5–6, in line with the Government’s strategic objectives.

If adopted, the legislative changes will bring sector-specific laws into compliance with the updated requirements of the Law on Education.

In addition, the reform is expected to improve access to preschool education by:

Clarifying the legal framework for establishing preschools in small communities

Expanding enrollment among children aged 4–6 and preschool-age children in general

Supporting the Government of Armenia’s target of achieving 95% preschool enrollment by 2030
