Russian President Vladimir Putin has introduced new restrictions on taking large amounts of cash rubles out of Russia to Armenia and several other countries.
Under the new rules, individuals are prohibited from taking more than 1 million rubles in cash from Russia to member states of the Eurasian Economic Union (EAEU), including Armenia, Belarus, Kazakhstan and Kyrgyzstan, as well as Azerbaijan, Tajikistan and Uzbekistan.
The restrictions are stricter for legal entities and individual entrepreneurs, for whom the export of cash rubles is restricted regardless of the amount, subject to specified exceptions.
The decree was signed on September 29, 2026, and entered into force on the same day.
The measure tightens rules introduced earlier in 2026 governing the movement of cash Russian currency out of the country.
